That's the point of that -- so people could discover new characters at certain parts of the story / times / during next runs (and to make the place feel more alive and make people feel that the town change during the visits / between chapters). So don't be too harsh on yourself, you are intended to find these things during the next stops in Kuldahaer Smile Cheers!
