it has "File tags: BG1 NPC, BG1EE, EET, NPC, NPC BG, Romance, SoD"

does EET file tag mean that it can be installed on EET?

From what I understand, yes. Sorry, I do not use EET and such compatibility is usually provided by EET fans. It has been checked recently:

It's hard to say anything else without knowing what error you are getting.
